Cummings also said his committee obtained documents showing that K.T. McFarland, former Deputy National Security Advisor, and Steve Bannon, former White House Chief Strategist, conducted official business on their personal email accounts relating to transfer of sensitive US nuclear technology to Saudi Arabia.
The committee said that it learned about the use of private email and WhatsApp from a December 2018 conversation from Kushner's lawyer, Abbe Lowell, who also represents the president's daughter, Ivanka Trump.
'These communications raise questions about whether these officials complied with the Presidential Records Act and whether the White House identified this personal email use during its internal review and took steps to address it, ' Cummings wrote.
Jared Kushner and Ivanka Trump - along with other White House officials - used their personal email accounts and messaging apps for official business, the House Oversight and Reform Committee announced on Thursday.
Cummings noted Lowell could not say whether or not Kushner had shared classified information, which he noted 'would be a major security breach, ' in his messaging. Cummings said he and then-Oversight Chairman Trey Gowdy, a Republican who has since retired from Congress, met with Lowell in December.
According to a February 22, 2017 directive from the White House Counsel's Office, all White House personnel are required to "conduct all work related communications on your official EOP email account" except under "emergency circumstances".

The use of messaging services such as WhatsApp could run afoul of White House policy and the Presidential Records Act, which prohibits White House officials from sending a record "using a nonofficial electronic message account" unless the messages are copied to an official account within 2o days.
The allegations from Democrats that some of Trump's closest confidants - as well as former officials Steve Bannon and K.T. McFarland - used personal email come as Trump continues to attack Hillary Clinton for using a private email system when serving as secretary of state.
Lowell told them Kushner takes screen shots of his WhatsApp messages and sends them to his official White House email account or to the National Security Council so they can be preserved.
Lowell didn't immediately respond to a request for comment.
Rep. Elijah Cummings, D-Md., said in a letter that Trump's lawyer, Abbe Lowell, informed the committee late past year that Trump doesn't preserve official emails she receives in her personal account if she doesn't respond to them.
In his letter Thursday, Lowell said he was referring to Ivanka Trump's email practices before September 2017, when White House lawyers discovered the extent of her personal email use.
In a statement, White House Counsel spokesman Steven Groves confirmed the administration received Cummings' letter. Rather, she forwards on the government-business-related emails she replies to, according to the Democrat's account of Lowell's explanation.

Cummings says that he expects to hear back from the White House or will be forced to pursue other avenues to obtain the information he has requested.
