Trump to Seek $8.6 Billion for Wall, Set Up New Budget Fight

But for budget experts, this is the latest reminder that there is little appetite in the White House or in Congress to bring down the annual deficit, let alone the debt. The partisan fights surrounding the issue led to a 35-day partial government shutdown - the longest in USA history - that stretched from the end of 2018 and into January. Eventually, Trump relented and reopened the government.

The border wall, though, remains a signature issue for the president and is poised to stay at the forefront of his agenda, even though Congress has resisted giving him more money for it.

To try to extract more funds, Trump last month declared a national emergency and said he would redirect more than $6.7 billion from other programs to build even more sections of the wall.

The House voted February 26 to block the emergency declaration, and enough Republicans have said they'll also vote against it for it to pass in the Senate. "And the White House is the wild card", he said. Failing to do that could risk an economy-shaking USA government debt default.

The House Budget Committee displays copies of President Trump's new budget proposal on Capitol Hill on Monday morning. He used to say Mexico would pay for it, but Mexico has refused to do so.

The Washington Post reported that the president's request for wall funding will come in the form of 5 billion US dollars from the Department of Homeland Security and another 3.6 billion USA dollars from the Pentagon.

Even some of the programs in Trump's budget that could be perceived as progressive are offset by other things.
