President Trump took a parting shot at Mattis on Twitter the same day, saying the defense secretary did not share the president's concerns over other countries taking advantage of the United States through military and trade agreements.

In an interview with the Seattle Times, Tom Mattis, the older brother of soon-to-be-former Secretary of Defense James Mattis, recalled the phone conservation he had on Sunday after President Donald Trump made a decision to move up his brother's departure date to the beginning of the year.

Mr Shanahan has never served in the military.

Names that are quietly beginning to surface include some of the civilian leaders of the military services such as Air Force Secretary Heather Wilson and Army Secretary Mark Esper, an acknowledgement that someone who has already undergone Senate confirmation is considered a safer bet.

Shanahan, a longtime Boeing Co. executive, was nominated for the deputy job in early 2017.

Trump vows veto of wall-less spending bill
But Democrats - and some Republicans - are refusing to budge saying border security can be achieved without a wall. However, it's unclear if the new stop-gap spending bill will be able to actually pass through the House and Senate.

In his resignation letter, Mattis had said he would step down at the end of February to allow for a successor to be confirmed and to attend congressional hearings and a key North Atlantic Treaty Organisation meeting.

The withdrawal will see some 2,000 USA troops removed from Syria, a plan announced last week.

Trump has come under withering criticism from fellow Republicans, Democrats and worldwide allies over his decisions about Syria and Afghanistan, against the advice of his top aides and U.S. commanders.

But Trump reportedly bridled at coverage of Mattis and his letter, which was widely interpreted as a rebuke of Trump and of the president's worldview.

Mattis resigned from the Trump Cabinet on Thursday in protest of Trump's abrupt plan to withdraw all USA forces from Syria. Deputy Secretary of Defense Patrick Shanahan will be acting defense secretary.

Mattis's brother, Tom, said the secretary was not angry about being fired early, according to The Seattle Times.

Trump's acting chief of staff, Mick Mulvaney, was asked whether Trump wanted a Pentagon leader willing to challenge him or someone in lockstep with his views, and he said "a little bit of both".

"I've encouraged him to find people who have some overlap with him but don't see the world in lockstep with him", Mulvaney said.

Roughly 2,000 American troops are now in Syria.
