Iranian President Hassan Rouhani on Wednesday said that Saudi Arabia wouldn't have dared to kill dissident journalist Jamal Khashoggi without the support of the U.S., a close Riyadh ally.

Erdogan further mentioned that out of the 18 Saudi nationals arrested, 15 were the very same Saudis who have been identified by Turkish authorities who arrived in Istanbul before the incident that left Khashoggi dead.

During the panel discussion, he said "justice will prevail" and the culprits would be punished in his most high profile comments since USA resident Khashoggi, a critic of the crown prince, was killed.

"Those responsible will be held accountable.in the end justice will prevail", the heir apparent to the Saudi throne told a major investment forum in Riyadh, speaking in Arabic in his first public comments on the scandal.

Earlier on Tuesday, Turkish President Recep Tayyip Erdogan told MPs from his ruling party that the killing of journalist Jamal Khashoggi was planned days in advance.

The state-run Saudi Press Agency said: 'Discussions took place with the citizen Jamal Khashoggi during his presence in the consulate of the kingdom in Istanbul by the suspects (that) did not go as required and developed in a negative way, leading to a fist fight.

The Washington Post contributor and Riyadh critic, Jamal Khashoggi, was killed inside the Saudi consulate on October 2, which he had visited to obtain documents for his marriage to a Turkish woman.

Mr Erdogan's address coincided with the start of an investment conference in Saudi Arabia that has been overshadowed by the Khashoggi case.

However, Trump suddenly changed his stance and said that he wanted to believe that the prince is actually not involved in the incident.

On Tuesday, Saudi Arabia released photos of Khashoggi's son giving Mohamed bin Salman an icy stare as the two shook hands during a meeting in Riyadh that also included King Salman.

The Saudi kingdom has provided conflicting accounts of what happened to Khashoggi, a United States resident and Washington Post contributor.

He declined to say whether the crown prince, sometimes known by his initials MBS, would be among those penalized, despite comments from many members of Congress that he must have known about or even ordered the plot.

On Monday, leaked surveillance video showed a man strolling out of the diplomatic post hours after Khashoggi disappeared into the consulate, apparently wearing the columnist's clothes as part of a macabre deception to sow confusion over his fate. He said the kingdom will continue with reforms and spending on infrastructure.

Despite extensive news leaks alleging that Turkey has audio recordings documenting Khashoggi's demise, neither US nor allied government agencies have been granted access as of late Monday to such evidence, Western security officials said.

Mr Erdogan said he would discuss an ongoing investigation into the killing with members of the cabinet at a meeting on Monday. Trump initially said he believed the Saudi account, but on Saturday he said he still does not know where Khashoggi's body is.

In a speech Tuesday, Erdogan laid out a timeline his government has been working on since the initial investigation.
