The report, which discussed McCabe's actions in relation to the FBI's probe into CF, accused McCabe of discussing leaks in a manner that advanced "his personal interests at the expense of Department leadership".
Yet the report makes clear that the McCabe and Comey were at odds over how the conversations with the reporter unfolded, and exactly how it had been approved.
That was one of four times that McCabe "lacked candor" in talking about the story, the report said. McCabe has fired back, saying his dismissal was part of the Trump administration's "ongoing war" on the FBI and special counsel Robert Mueller's Russian Federation investigation.
The report, written by Inspector General Michael Horowitz, details the investigation that US Attorney General Jeff Sessions cited when he fired McCabe hours before he was set to retire and receive his full pension.
All the same, House Oversight Committee Chairman Trey Gowdy, R-S.C., said the IG report on Friday showed how much more the Congress and public still need to learn about how and why the Federal Bureau of Investigation acted in the way it did.
But Mr. McCabe did approve the F.B.I.'s contact with the reporter, according to the review.
"The rush to judgment - and the rush to terminate Mr. McCabe - were unprecedented, unseemly and cruel", Bromwich said.

McCabe authorized the leak to the Wall Street Journal for a story about an ongoing investigation into the Clinton Foundation scandal in 2016.
Though the statement or suggestion was not under oath, it still got McCabe in trouble.
Republican critics have already seized on revelations that two FBI officials who worked on the Russian Federation investigation, Peter Strzok and Lisa Page, exchanged text messages that were sharply critical of Trump. "The report also found a lack of candor both while under oath and while not under oath, and a failure to remedy his lack of candor despite multiple opportunities", Gowdy said.
That information appeared in another Wall Street Journal story, which described McCabe standing up for the FBI's continued investigation of the Clinton Foundation. "And I don't think that was by saying those words, I think it was most likely by saying, 'I don't know how this. gets in the media or why would people talk about this thing".
