Lawmakers in the upper chamber are negotiating a two-year deal to lift spending caps on both defense and domestic spending, which could be attached to the House-passed spending bill, in hopes of being able to dodge having to pass another continuing resolution.
It also includes more than $89 billion in relief for states hit by a recent spate of hurricanes, wildfires and other natural disasters. The deal has some cuts to offset about $100 billion of the additional spending. The spending bill would modify the discretionary spending caps enforced by the Budget Control Act for fiscal years 2018 and 2019.

Under tentative numbers discussed by congressional aides who were not authorized to speak publicly about the negotiations, defense spending would get an $80 billion boost above the existing $549 billion slated for 2018.
The temporary funding measure would keep the government running through March 23 and also reauthorize for funding for community health centers that enjoy widespread bipartisan support.
