New Pentagon strategy takes aim at Russia, China

"Great-power competition, not terrorism, is now the primary focus of USA national security", Mattis said Friday as he rolled out the unclassified portion of the Trump administration's National Defense Strategy (NDS) in Washington.

In his January 19 speech, delivered at John Hopkins University's School of Advanced International Studies, Mattis criticized US budget planners, and Congress in particular, saying the budgeting process has resulted in stopgap measures that he said have hamstrung USA forces.

Under a shutdown, reserve force training will stop, weapon maintenance will stop, and 50 percent of civilians will be furloughed, Mattis explained.

The Pentagon strategy acknowledges the budget limits, and seeks greater spending discipline and management, along with base closings to save money.
