She remembered how a Democrat Jim Scott prevailed in a recount in 1991 to turn a 17-vote loss into a 1-vote win - earning the nickname "Landslide Jim".

The three-judge panel reviewing the recount Wednesday certified the race as tied with 11,608 votes for both Yancey and Simonds. Two recounts remain in other districts.

Based on certified election results, Republicans would have controlled the chamber 51-49.

This is a huge deal for many reasons, not the least of which is that Republicans in Virginia have had a majority in the House of Delegates for 20 years.

The President said he was taking a giant step toward "reclaiming America's proud destiny in space". He signed the directive at the White House Monday.

Now, the victor will be determined "by lot", according to state law, and that could mean pulling a name out of a hat, a coin toss - or drawing straws.

The parties may have to reach a power-sharing agreement to avoid chaos in the House. The victory means a rare power-sharing agreement may have to be brokered between Democrats and Republicans. Anderson said the judges took the filled in bubble for Yancey, which was not crossed out, as intent to vote for the GOP House candidate.

Shelly Simonds beat three-term incumbent Republican Del.

A single vote in a House of Delegates election in Virginia is all that separated Democrat Shelly Simonds and Republican David Yancey after a recount Tuesday, in a result that will likely give Democrats partial control of the body for the first time in almost 20 years.

22-year-old Woman Killed After An Attack By Her Dog
According to police, the woman's father reported her missing and called 911 saying he hadn't seen his daughter in nearly two days. Police reportedly spent up to 90 minutes trying to catch the dogs, which are now with Goochland Animal Control.

He said the ballot in question contained a mark for Democrat Shelly Simonds as well as a mark for Republican Del.

On Wednesday, officials were recounting ballots cast in Richmond's District 68, where the Democrat leads by 336 votes. The Newport News Board of Elections announced the one-vote victory today. Simonds edged incumbent Republican Delegate David Yancey by one vote in the 94th House District. She asked that the votes be recounted. "There weren't any ballots going to the judges", Simonds said, adding with a laugh: "You can call me landslide Shelly as long as you call me delegate". "This is part of a huge wave election in Virginia where voters came out in record numbers to force a change in Virginia, and I'm really proud to be part of that change and part of that wave election".

A Republican delegate in Fairfax County held onto his seat following his district's recount last week.

The statement continued, "The State Board of Elections will publicly meet to make a determination by drawing lots, after which the loser may request an additional recount".
