EPA chief Pruitt is killing the centerpiece of Obama's climate change arsenal

"It's more about the lawsuits than it is about the clean power plan" says Montana senator Duane Ankey of Colstrip

Back in March, Trump signed an executive order instructing EPA Administrator Scott Pruitt to get rid of the Clean Power Plan.

He continued: "That rule really was about picking winners and losers. Regulatory power should not be used by any regulatory body to pick winners and losers", he said at the event.

Pruitt's attempt is the latest in the Trump Administration's unsafe campaign of climate change denial, and is a wake-up call for state and local leaders: if you want to protect your citizens, it's time to take action yourselves because the Trump-Pruitt EPA has shown it's more interested in protecting polluters than the health of Americans.

EPA Administrator Pruitt says his administration will withdraw from Obama-era Clean Power Plan to slow global warming.

Last month, the RGGI states - Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont - announced they will slash carbon pollution from power plants by at least another 30 percent by 2030.

Obama's order was put on hold previous year, when the Supreme Court issued a stay pending the resolution of legal challenges. "At the same time, we recognize the need for a policy to address greenhouse gas emissions". Supporters of the Clean Power Plan will be looking for ways to challenge the Trump administration's moves in court.

The current EPA chief, who has repeatedly questioned the human role in climate change, sued the environmental agency in 2015 in an effort to block the Clean Power Plan. "Tomorrow in Washington, D.C., I will be signing a proposed rule to roll back the Clean Power Plan". Pruitt previously served as Oklahoma's attorney general and joined a lawsuit challenging the carbon limits. In the leaked proposal, the agency said that it "is considering whether it is appropriate to propose such a rule" and that EPA "in the near future" will ask for comment about what a replacement rule might look like.

The latest EPA plans, contained in a 43-page document called "Repeal of Carbon Pollution Emission Guidelines for Existing Stationary Sources", say the agency will appeal for public input on how to cut emissions from power plants.

Prior to the finalization of the rules in August 2015, power plants - which account for almost 40 percent of carbon emissions - "were allowed to dump unlimited amounts of carbon pollution into the atmosphere", said the Union of Concerned Scientists.

Rossello also noted that he has been speaking with members of Congress from both parties in order to achieve a seven-day waiver. The conference was held amid growing criticism that Trump had not mentioned Puerto Rico or the USVI for several days.

Pruitt also added that President Trump demonstrated "tremendous courage" when he made the decision to withdraw from the Paris Climate Accord this past June.
