It had offered 12 thousand euro to pilots to give up their annual leave but they rejected it - some pilots who have holidays booked will now have a week suspended which they'll get back in the new year.
The airline says it will cancel as many as 50 flights a day for six weeks because it "messed up" when scheduling crew holidays.
Boss Michael O'Leary said that pilots due to take a four-week block of holidays in the next few months because a change in annual leave rotas will be told to reduce that to three weeks.
The cancellations are estimated to have cost the airline around €25m (£22m).
Norwegian went the extra step of identifying that it had recruited 140 pilots from Ryanair this year alone prompting Ryanair CEO to make a freakish retaliatory claim that Norwegian had not recruited 140 of Ryanair's pilots and that Ryanair thought Norwegian didn't have the resources to "last the year".
If pilots make good on the threat, they will refuse to do anything outside their contractual obligations, such as turning up early to avoid delays or answering phone calls on days off.
Passengers on cancelled flights have complained that notice was far to short and that it was hard to claim compensation.

Ryanair had offered captains a one-off payment of £12,000 or 12,000 euros, and first officers £6,000 or 6,000 euros, but representatives said they wanted new contracts and better working conditions instead.
"We have taken on extra customer service teams to speed up the rate at which we accommodate and action alternative flight requests or refund applications".
But the statement from the Italian Competition Authority said the investigation would look at whether managerial problems were to blame, rather than "random, external" circumstances beyond the airline's control - and whether the disruption could have been prevented.
